Summary: The Tarnovo Constitution introduces the institution of ministerial criminal responsibility in Bulgaria. It provides for a procedure by which ministers are tried in certain cases. The Third State Court was held in the period 1919‒1923. It brought under judicial responsibility ministers from the government of V. Radoslavov, who ruled in this period 1913‒1918. The judicial procedure is based on The Law that judges those responsible for the national disaster. It was adopted in 1919. This Law seriously changed the principles laid down in The Ministerial Trial Act of 1880 in a reactionary direction. The present work is based on the court records of work of the Special Commission of Inquiry, set up in 1921. The responsible activity of the management of the Railway Communications Administration for the period 1916‒1917 is presented. The work of the officers is highly appreciated, especially the colonel K. Nikolov.
