Summary: In the Third Bulgarian Kingdom, when the Tarnovo Constitution was in force, there were numerous examples of collisions between what the Constitution, international treaties and the laws in general prescribe, and what actually happens in society. The present paper is an attempt to be traced in general terms the relations between these two spheres of the public life, which I tentatively call the “factual” and the “legal”, during the period under review. In the listed cases of collisions between the legal regulations in force and the actual actions of the Bulgarian governments and institutions, regardless of whether they are in conflict with the Constitution, international acts and laws, the “factual” dominates the “legal”.
