Summary: The paper examines the introduction of the PR system for the elections for departmental and municipal councils in Bulgaria. The 1909 amendments in the Electoral code are presented. The author tries to find the motives of the lawmakers and the consequences of the reform for the outcome of electoral struggles and for the parties and the political system as whole.
